H8 3694 problem

Dear all
I learn and use H8 3694 to design a system but MCU could not work at first power on.
It means that every time when I begin to use system
I need
frist power on --> MCU could not work --> and then power off --> power on again and then MCU could work.
After MCU work power on again and again is no problem.
But if power off and wait for about 15 minutes MCU will turn as before.
Why only first time MCU could not work?
I check reset single and it is OK.
Havs some one the same experience or know what is and how to improve?

I already solve this problem.
It caused by NG oscillation.
System is OK after changing.

I don't know whether your reset circute is RC or IC, please check power on and reset single. You could connect to me directly by email.
